八、竞赛办法
(一)按中国田径协会审定的最新田径竞赛规则和本届竞赛规程执行。
(二)比赛检录:2015年9月13日(星期日)上午7:10—8:15在指定区域和各竞赛项目起点处进行检录。
(三)起跑顺序:按马拉松、半程马拉松、迷你马拉松起跑先后顺序排列。各区域起点距前方方队10米。
(四)发令与计时:本次比赛采用一枪发令,各项目同时起跑的方法。马拉松(42.195公里)和半程马拉松(21.0975公里)项目比赛采用感应芯片计时。参赛者必须佩带组委会确认的计时芯片,参赛者须逐一通过每个计时点,缺少任何一个计时点,将取消该选手的比赛成绩。计时芯片在赛前与号码布同时发放。
注:迷你马拉松(约5公里)不采用感应芯片计时,不发放感应计时芯片。
(五)关门距离和时间:
为了保证参赛选手比赛安全、顺利,比赛期间比赛路线各段设关门时间,限时对社会交通封闭。关门时间后,相应路段恢复社会交通。参赛选手在规定的关门时间内,未跑完对应的距离请立即停止比赛,退出赛道,以免发生危险。退出比赛的选手可乘坐组委会提供的收容车到相应项目的终点处。

(六)成绩打印:
在规定时间内跑完马拉松、半程马拉松选手可于赛后3个工作日,在2015年天津国际马拉松赛官方网站进行成绩查询和成绩自助打印。

(八)物品存放:组委会为马拉松、半程马拉松选手提供物品存放服务。参赛选手须按照规定存放个人物品,贵重物品不要存放在包内(如手机、有效证件、现金、信用卡、掌上电脑等),在比赛当日15:30前到指定存衣处领取个人存放物品。如超过领取时间没有领取的,可于第二天到武清区体育局领取,如7天之内不领取,将按无人领取处理。
(九)根据国际田联和中国田径协会有关规定将对参赛选手进行兴奋剂检查。
(十)组委会将对马拉松起点、部分重点路线和终点进行录像监控,出现以下违反比赛规定的参赛选手将被取消比赛成绩,个人资料录入报名识别系统,两年内不准参加天津国际马拉松赛,并报请中国田径协会追加处罚。情节严重的,或将终身禁赛。
1、虚假年龄报名或替代他人者;
2、未按要求穿着比赛服装和佩戴号码布的;
运动员携带他人(包括男运动员携带女运动员)感应计时芯片或一名运动员同时携带两枚或两枚以上感应计时芯片参加比赛的;
3、不按规定的起跑顺序在非报名项目的起跑点起跑的;
4、起点活动中不按规定时间出发抢跑的;
5、没有沿规定路线跑完各个项目的全程,绕近道或途中插入的;
6、伪造号码布参赛的;多人交替替跑的;
7、未按规定佩带号码布者;
8、比赛中采用挤人、推人、撞人、绊人等犯规行为的;
9、在终点不按规定要求重复通过终点领取纪念品的;
10、全程、半程项目选手没有按规定携带自己的号码布通过终点的;
11、未跑完所报项目的全程,私自通过终点领取纪念品的;
12、不服从赛事工作人员指挥,干扰赛事,聚众闹事、打架斗殴的;
13、其他违反规则行为规定的。
在比赛中,因参赛者利用虚假信息获取参赛资格或者报名后由他人代跑等原因所发生的一切责任后果,均由参赛者本人承担。

九、参赛办法
(一)参赛者年龄要求
1、马拉松项目年龄限20岁以上(1995年当年出生);
2、半程马拉松年龄限16岁以上(1999年当年出生);
3、迷你马拉松项目年龄不限,13岁以下儿童持户口簿必须与父母(或至少一名合法监护人)共同报名参加,监护人须持有效证件报名。
4、报名注意事项:18岁以下未成年人在其监护人或法定代理人签署参赛免责声明后,方可报名参加比赛。
(二)参赛者身体状况要求
参赛者应身体健康,有长期参加跑步锻炼或训练的基础。组委会建议参赛者赛前去相应医疗机构进行健康体检。
有以下疾病患者不宜参加比赛:
1、先天性心脏病和风湿性心脏病患者;
2、高血压和脑血管疾病患者;
3、心肌炎和其它心脏病患者;
4、冠状动脉病患者和严重心律不齐者;
5、血糖过高或过低的糖尿病患者;
6、其它不适合运动的疾病患者。

2、马拉松项目报名人数限4000人,额满即止。半程马拉松报名人数限4000人,5公里项目报名人数限12000人。赛事规模设计20000人。
3、中国田径协会注册运动员必须通过中国田径协会官网进行报名,组委会不接受单独报名。报名截止时间见赛事的补充通知。注册运动员的参赛年龄按照规则执行。
(四)报名时间
2015年8月1日至8月30日网上和现场同时接受报名,额满即止。
(五)报名收费标准
1、马拉松(42.195公里):中国籍(包括港、澳、台)报名费100元人民币/人;外籍报名费300元人民币/人。
2、半程马拉松(21.0975公里):中国籍(包括港、澳、台)报名费60元人民币/人;外籍报名费150元人民币/人。
3、迷你马拉松(5公里):报名费30元人民币/人。
4、在中国田协注册运动员免收报名费。
5、组委会有权根据报名者情况决定是否接受报名。
(六)交费方式:
1、网上缴费:支持支付宝、银联、微信在线支付。
2、现场报名:可由工作人员协助完成网上缴费。
(七)参赛人员食宿自理。参赛者如需组委会协助联系住处,可与天津国际马拉松组委会办公室联系,联系电话:022-82138791,022-82138792;传真:022-82138793 。
(八)参赛物品领取:
1、参赛选手须凭本人身份证原件和参赛选手领物单(网上打印),于9月11日—12日到天津市武清区体育馆(地址:天津市武清区杨村街雍阳东道20号),签署《参赛声明》,领取参赛物品。
2、代领须提供代领人身份证原件及复印件一张和参赛选手身份证复印件一张及参赛选手领物单。
(九)各参赛选手(队)交通费、比赛期间伤病医疗费等费用自理。
十、录取名次与奖励

(三)根据中国税法,以上奖金征收20%个人所得税。
(四)迷你马拉松不录取成绩和名次,参赛选手可根据终点计时显示器自行填写成绩证书。成绩证书与参赛物品一同发放。
(五)凡报名参加马拉松、半程马拉松、迷你马拉松的选手,赛前均发放纪念衫、参赛证书;在关门时间内跑完马拉松的选手,均发放浴巾一条、纪念牌一枚。
(六)奖金发放:为确保赛事公开、公正、公平,比赛所有奖项的奖金均不在当天发放(当天只发放成绩证书、奖牌及马拉松前三名选手的奖杯)。所有获奖选手的成绩自9月14日至9月21日在天津国际马拉松官方网站(www.tianjinmarathon.beijing-marathon.com)进行公示。公示期间无异议,组委会将获奖选手实得奖金采取转账方式在3个工作日内进行发放。如需要领取现金,请于9月22日、23日到组委会奖金发放处(武清区雍阳西道区行政中心E楼119室)领取。本人领取时,需要出具成绩证书、个人身份证明原件。如需他人代领,除需提供以上资料外,还需出具由获奖者本人签署的奖金领取委托书。
为确保奖金及时发放到位,凡获得奖金的选手于比赛当天向组委会竞赛组(候奖区)提供个人身份有效证件、个人详细信息、注册单位(公司)、个人银行账号、2名以上紧急联络人及相关资料邮寄地址等。
若出现违规举报,经查实,将取消相应奖金(奖项空缺),追回该选手的相应证书、奖牌及奖杯,并按照有关规定进行处罚。
十一、医疗救护
(一)组委会沿马拉松路线每5公里设立一个固定医疗点,医疗点前50米有明显的标志。沿参赛者的跑进路线,有急救车跟随。
(二)沿着参赛选手的跑进路线,组委会将在每100米处设置一名志愿者,协助医疗救护、维护比赛秩序,参赛者有问题可以向他们请求帮助。
十二、保险
每位参赛者须自行购买保险,组委会另为每位参赛者投保人身意外保险。
十三、技术代表、技术官员、仲裁和裁判员
中国田径协会为赛区指派技术代表、技术官员、部分裁判员,其他裁判员由天津市田径协会裁判委员会选派。
十四、未尽事项,另行通知。本规程解释权属于天津国际马拉松组委会。

8. Rules of competition
(Ⅰ) The competition will follow the up-to-date track-and-field competition rules approved by the CAA and the competition rules of this year’s Marathon.
(Ⅱ) Roll-call: 7:10 to 8:15 a.m., September 13, 2015 (Sunday); Roll-call will be made at designated area and the starting line according to the events.
(Ⅲ) Start order: In the sequence of marathon, half marathon, mini marathon, with 10 meters in-between.
(Ⅳ) Start and timing: the participants of all competition items will start at the same time upon the signal. For marathon (42.195 km) and half marathon (21.0975 km), timing chips will be used. Each participant should wear timing chips confirmed by the organizing committee, and shall run through each timing points one by one. His/her competition result will be cancelled without complete record from all timing points. Timing chip is to be released with bib number before competition.
Note: Timing chip is not to be used and released for mini marathon (about 5 km).
(Ⅴ) Cut-off time:
For the safety of all participants and success of the race, cut-off time is set at some road sections during the race, traffic control will be operated in different time periods at specific road section. After the cut-off time, public traffic in this section will be back to normal. Those who are unable to complete the respective distance by the cutoff time shall stop racing and leave the course, in case of any dangers. Those who drop out of the race can take event vehicle provided by the organizing committee to the finish line.

(Ⅷ) Article storage: The organizing committee will provide athletes of marathon and half marathon with the service personal article keeping. The participants of marathon should store personal articles according to the provisions. Precious articles (such as mobile phone, valid certificate, cash, credit card, handheld computer, etc) should not be stored in the bag. Participants get the personal articles at the cloakroom before 15:30 on the day of race. If the articles are not claimed after the claiming time passes, they may be claimed at Sports Bureau of Wuqing District. If the articles are not claimed within 7 days, they will be disposed as unclaimed articles.
(Ⅸ) Doping test will be conducted according to Rules and Regulations of the IAAF and Chinese Athletics Association.
(Ⅹ) The organizing committee will carry out video surveillance for start point of marathon, part main course and finish point. Competitors breaching the following race provisions will be canceled the competition result, personal information shall be kept in registration identification system, and are not permitted to participate to Tianjin International Marathon within two years and will be punished after reported to Chinese Athletics Association. In serious cases, a life ban may be imposed.
1. Enrolled with false age or other persons substitute him/her to run;
2. Runners failing to wear competitor’s costume and number cloth according to relevant requirements;
Runners who take others’ sensor timers (including male runners taking sensor timers of female runners), or any runner who takes two or more sensor timers during the race;
3. Runners starting from the starting positions for other competition items in violation of the specified starting sequence;
4. Runners beating the gun at the starting point;
5. Runners failing to complete the whole course along the specified route by taking the shortcut or starting midway;
6. Runners forging number cloth, and runners replacing each other in turn during the race;
7. Runners failing to wear bib number according to relevant requirements
8. Runners fouling during the race by pushing against, knocking or tripping others;
9. Runners receiving souvenirs repeatedly at the end point by passing the finish repeatedly;
10. Runners of marathon and half marathon who pass the finish without their own number cloth;
11. Runners failing to complete the whole course of the corresponding competition item but passing the finish fraudulently to receive souvenirs;
12. Running disobeying instructions of race officers, disturbing the race, gathering a crowd and making disturbances, or fighting with others;
13. Other behaviors against the rules.
If any runners participate in the race by means of false information or ask others to run on behalf of them after sign-up, all liabilities and consequences arising therefrom shall be borne by the runners themselves.

9. Registration
(Ⅰ) Age requirements for competitors
1. All marathon entrants shall be at least 20 by race day (born in 1995 or before)
2. All half marathon entrants shall be at least 16 by race day (born in 1999 or before)
3. There is no age limit for mini marathon. However, children of 13 years old or below shall participate in the race together with their parent(s) (or at least one of their legal guardians). In this case, the participating children shall register for the race with their household registration book, and their parent(s) shall register with effective identity certificates.
4. Notes of registration: Minors below 18 years shall register for the race only after their guardians or statutory agents sign the disclaimer of the race organizers.
(Ⅱ) Physical requirement
Those who wish to participant in Marathon race shall be in healthy condition, have experience in running or training. The organizing committee suggests that they go to relevant medical establishment for pre-race physical examination.
Anyone who has any of the following diseases are not recommended to participate:
1. Congenital heart disease and rheumatic heart disease;
2. Hypertension and cerebrovascular disease;
3. Myocarditis and other heart diseases;
4. Coronary artery disease and server irregular heartbeat;
5. Diabetes;
6. Other diseases that is not suitable for sports.
(Ⅲ) Registration and Payment
1. The race adopts on-line registration and on-site registration.
2. Limit of the number of registered participant in the marathon is 4,000, and no additional participant may register after this number is reached. Registration limit of half marathon is 4,000 persons. Registration limit of 5 KM is 12,000 persons. The designed event scale is 20,000 persons.
3. CAA registered athletes shall register at CAA’s official website, the organizing committee does not accept separate registration. Refer to the supplement notice of the event for deadline of registration. The age of certified athletes should be subject to the provisions.
(Ⅳ) Registration time
August 1 to August 30, 2015. On-line registration and on-site registration accept registration at the same time until the quota is met.
(Ⅴ) Registration Fees
1. Marathon (42.195 km): Chinese (including Hong Kong, Macao, Taiwan), registration fees: RMB 100/person; Foreinger: RMB 300/person.
2. Half Marathon(21.0975 km): Chinese (including Hong Kong, Macao, Taiwan), registration fees: RMB 60/person; Foreinger: RMB 150/person.
3. Mini Marathon(about 5 km): Registration fees: RMB 30/person.
4. The certified athletes of Chinese Athletics Association are exempted from the registration expense.
5. The organizing committee shall have the right to determine whether to accept registration according to the registration condition.
(Ⅵ) Payment method:
1. On-line payment: On-line payment using Alipay, UnionPay or WeChat is allowed.
2. On-site registration: staff member will help the participants to complete on-line payment.
(Ⅶ) The board and lodging expenses of participants shall be covered by themselves. If the participants need the organizing committee to contact residence, they may contact the office of Tianjin International Marathon Organizing Committee. (Ⅷ) Race baggage pick-up:
1. The competitors shall go to the Gymnasium in Wuqing District (address: 20 Yongyang East Road, Yangcun Street, Wuqing District, Tianjin) on the 11th or 12th day of September with their original identity cards and the list of items to be received (printed on the Internet), where they shall sign the Statement of Competition and pick up race baggage.
2. The authorized person shall provide the original identity card and a copy of identity card, and also provide the cope of identity card of competitor and his pick-up list for race.
(Ⅸ) The transportation expense, medical expense for injury and disease during the race period of all competitors (teams) shall be under their own responsibility.

(Ⅲ) 20% personal income tax shall be levied for above award according to Chinese tax law.
(Ⅳ) For the mini marathon, the results and ranking of athletes will not be recorded. The athletes may fill in the result certificates by themselves based on the results shown by the terminal timing. The result certificates will and race baggage will be released at the same time.
(V) Athletes who register for marathon, half marathon or mini marathon will be provided with a commemorative shirt and a participation certificate before the race.Each participant who finishes the marathon (42.195 km)by cutoff time will be provided with a bath towel and a commemorative medal.
(VI) Prize awarding: To ensure openness, fairness and equality of the race, all monetary prizes will not be awarded on the very day of the race (only result certificates, medals, and the cups for the first three winners of the marathon will be issued on the very day). Competition results of all prize winning runners will be published on the official website of Tianjin International Marathon (www.tianjinmarathon.beijing-marathon.com) from September 14 to September 21. If no objection is received during this publishing period, the organizing committee will issue the monetary prizes to the winning runners within 3 workdays by means of bank transfer. Any winner intending to receive the prize in cash is required to receive the prize at the prize issuance station of the organizing committee (Room 119, Building E, District Administration Center, Yongyang West Road, Wuqing District, Tianjin) on September 22 or September 23. In the case of receiving by the winner himself/herself, the winner should show the result certificate and his/her original identity card. In the case of receiving by the authorized persons, who shall provide a power of attorney signed by the winner in addition to the above-mentioned proving materials.
To ensure timely issuance of monetary prizes, all prize winners should provide the competition team of the organizing committee (in the prize waiting area) with their effective identity certificates, personal details, names of employers, personal bank account numbers, names and contact information of two or more emergency liaisons, and mailing addresses on the very day of the race.
If any rule violation of a winner is reported and then confirmed, the prize for the winner will be cancelled (the corresponding prize to be left vacant), the certificates, medals and cups that have been issued to the winner will be taken back, and the winner will be punished according to relevant regulations.
11. Medical Aid
(Ⅰ) The organizing committee will set up medical aid stations at every 5 KM along the marathon route, with apparent signs 50 meters ahead of the posts. Ambulances will follow the runners on the route.
(Ⅱ) The organizing committee will assign one volunteer every 100 meters along the course, assisting in medical aid and maintaining race order. Participants can seek help from these volunteers when needed.
12. Insurance
Every participant needs to purchase insurance by themselves. The organizing committee covers personal accident insurance for every participant.
13. Technical representatives, technical officials, arbitration and referees
Chinese Athletics Association will designate technical representatives, technical officials, and some referees for the competition area.
Other referees are sent by council of referees of Tianjin Athletics Association.
14. Further notices will be announced for unmentioned matters. Tianjin International Marathon Organizing Committee reserves the right to interpret the regulations.
